Japan's efforts to strengthen "connectivity" are not limited to strengthening physical connectivity through infrastructure development, but also include (1) institutional connectivity such as the facilitation of customs clearance, and (2) people-to-people connectivity such as human resource development and exchange to connect countries and regions by further promoting the flow of goods and people. Japan has been working for many years to enhance connectivity through "quality infrastructure" such as ports, airports, railways and roads, especially in Asia, in order to contribute to the economic development of the entire region, including Japan.
In September 2019, former Prime Minister Abe and former European Commission President Juncker signed a document entitled "The Partnership on Sustainable Connectivity and Quality Infrastructure Between Japan and the European Union" at the European Connectivity Forum in Brussels. This approach to connectivity will be further strengthened through cooperation with the EU.
